The fourth-largest city in the country also has one of the lowest costs of living.  According to the ACCRA Cost of Living Index for the fourth quarter of 2005, the cost of living in Houston was 12 percent below the average of all 300 urban areas that were included in the survey and the housing costs were 23 percent below the average.
